I have a XP Pro SP1 machine and I am trying to install the patch
q822925. On all other pcs it installed fine except this one. I've
downloaded the patch file q822925.exe from the Windows Update Catalog.
The installation does not give any error messages and the "About
Internet Explorer" dialog box shows that this patch is installed. When
I check the version # of the files shlwapi.dll and urlmon.dll, they do
not match.
Before and after the patch the files are version 6.0.2800.1188 and the
patched files are 6.0.2800.1226.
Any clues?
I did find the log file Setupapi.log with the following text. It looks
normal.

Anyway, the fact is that after struggling with my own install issues for
over a week and making a number of posts to this group and keeping a close
eye on other posts, this is about the first time I feel I have made any
progress...
Basically I'm seeing a very similar problem to what you describe with DLL's
not being copied, even though in most cases there are no install error
messages. I'm running XP home, and I am seeing something marginally
different from you with 822925. I hadn't paid much attention to the
Setupapi.log file prior to reading your post, but it seems that some
additional information in my log file might be relevant, and I've included
this below.
As you can see, I get the additional feedback that copy of MSHTML.DLL is
blocked due to lack of being signed by MS.
I get similar errors for updates 810565 and 821557. The difference being in
the latter case the file causing problems is shell32.dll, giving the
following message:
#E361 An unsigned or incorrectly signed file "d:\f04b284c5\shell32.dll" will
be installed (Policy=Ignore). Error 0x800b0100: No signature was present in
the subject.
#E247 The delayed replacement of a protected system file
"C:\WINDOWS\System32\shell32.dll" failed because the source file was
unsigned.
#W187 Install failed, attempting to restore original files.
Of course the other thing that seems strange is the q810565 log file doesn't
mention delayed copy for shell32.dll, although it does for shdocvw.dll.
Bizarre, but I guess not likely to help you so much to know this...
Anyway, the point is that to a certain extent what I'm seeing appears
similar to what you're seeing, and I'm guessing similar to what a few
others are seeing. The problems as far as I can tell all relate to "not
signed" errors, yet the troubleshooting information provided by MS on this
one doesn't seem to help one little bit.
Of course, your problem could be slightly different, but I'm willing to
bet it is fairly similar in fundamental nature.
I haven't had any input from the MS people who read this group (or any
significant input from anyone else), but perhaps if we manage to get a
little closer to the source of the problem we might be able to get some
useful suggestions out of someone...

I tried 828750 on the machine in question and it did exactly the same
thing. the two dlls were not updated.
Furthermore, a second pc now is exibiting similar problems. Again its
a XP SP1 fully patched. After applying 828750 all dlls were updated
except URLMON.DLL
And again setupapi.log has mention of it being replaced upon reboot
but it has not.
This is very annoying.
If I contact M$ about this will they charge me?

at the moment I am not experiencing any problems that I can attribute
to the failed installation of this patch. Interestingly hours prior to
deploying this patch I had one pc infected with the QHosts virus. This
was cleaned thankfully by our up to date Vet antivirus software.
I fear that unless I can get the machines patched properly I may have
QHosts or other nasties installed on this machine.
