Work arounds include:

1. Convert your Publisher file to PDF format. The recipient of your file
would need Adobe Acrobat Reader (free download). In order to convert your
Publisher publication to PDF, you would need
a. Adobe Acrobat ($249) www.daneprairie.com
b. Win2PDF (Free) www.daneprairie.com
c. GhostScript (Free) www.cs.wisc.edu/~ghost
d. JawsPDF Creator ($79) www.jawspdf.com
Publisher 2002 will allow you to convert the publication to:
2. A graphic, such as jpeg, tif, gif, etc.
3. As an embedded html email.
Publisher 2002, 2000, and 98 will allow you to convert the publication to:

5. An mht file.
6. As an html file

With Microsoft Office Publisher 2003 and older, Microsoft
has not created a Microsoft Publisher viewer, and
currently there are no plans to develop one. Only
Microsoft Publisher can open Publisher files. The only
exception would be using Adobe Pagemaker 6.5 and newer to
open Microsoft Publisher 97 and newer files.
