It is a little old. Would that article still apply to Outlook 2003? or
someone can give me right instructions?

You can easily get that desktop-icon back. Just open your Start-Menu
and drag the EMail-Icon to your Desktop. There will be a "Link-Arrow"
on the icon, but if you right-click and chose "Properties", you will
be led to the MAPI-Options-Dialog.
But following Microsoft's "Usability-Design-Plans" (no icons on
desktop) you are to reach the Options-Dialog by right-clicking the
EMail-Icon from the Start-Menu directly.
Both of these advices require the XP-Style-Start-Menu to be enabled.
Not neccesarily the LUNA-designs, but definiteleay the new Start-Menu.
