On August 21 a new "developer" distribution of SP1 has been posted on MSDN -
the one that includes CABs for multiple platforms including x86. It means
that SP1 can now be installed on the emulator.

To install SP1 on the emulator download and unpack the following archive:

If you are using 2002 emulator, copy netcf.core.ppc3.x86.cab onto it. For
2003 emulator use netcf.all.wce4.X86.cab.
To copy file onto emulator use File Explorer, pointing it to the shared
directory on your PC, then use Copy and Paste to copy file.
Once the file is copied, launch it from File Explorer and reply Yes to all
Overwrite? questions.
