'Don't have appropriate permission' to send/receive

When I try to send/receive in Outlook 2002, I always get this message:
"You don't have appropriate permission to perform this operation." A
Google search indicates that some other people have encountered this
problem, but I have found no evidence of a solution. I've searched the
MS Knowledgebase as well without success.
I am the only user on my computer, and am logged on as administrator.
I have multiple email accounts on a single identity in Outlook, and am
again recognized as administrator. I can successfully forward mail
from my accounts, and I can access all my folders. But I cannot
"send-receive."
I have uninstalled and reinstalled Outlook--no change.
I have several other programs installed that interact with
Outlook--Groove.net, Act 6.0, and iHateSpam. But all of these were
installed and apparently everything was functioning fine before my
problem suddenly appeared.
A steer in the right direction would be deeply appreciated.

My Outlook test messages are given an OK at each stage of the
process--Outlook says they were successfully sent and received. But
they don't show up in my In Basket because I can't retrieve them. If I
retrieve my messages with Outlook Express (which is how I'm
communicating with you now), there they are.

Okay - then try turning on diagnostic logging under
Tools->Options->Other->Advanced. Shut down and restart Outlook and send
yourself a test message from Outlook Express.

My problem has been solved. I consulted a Microsoft tech, who gave me
a set of diagnostic steps to follow. She determined that my problem
was that my personal profile was corrupted (which my friends have been
telling me for years :)).
To create a new Outlook profile, I followed the instructions below.
The Knowledge Base article in the instructions gives specific steps to
create a profile by going to Start>Control Panel>Mail. Once I had
created the profile, her instructions on accessing my original .pst
file took me the rest of the way.

This issue may be related to a corrupted profile. We can create a new
profile to have a try. To create a new Outlook profile, please refer
to the following Microsoft Knowledge Base (KB) article:

287072 OL2002: How to Create a New E-mail Profile for Outlook

Please start Outlook using this new profile. Then you can go to "File"
menu->"Open"->"Outlook Data File" to open your original PST file so
you can access your old data in this new profile.

I've been having this same problem, ever since I upgraded
from windows 2k to windows xp. It works fine on my og on
screen, but i get the same message on my wifes & kids log
on screens.

I have uninstalled & reinstalled, deleted and created new
profiles and e-mail accounts, numerous times. When I test
accounts, in the account set up, it does everything fine.

Please help.
