Why is it if I use the photo feature on the DV Cam, save to floppy and upload to the PC I
have to artificially brighten the picture with Photoshop, yet if I capture a still from
the DV tape it is fine ? This is a "pain", as when I am away and want to save the still
to floppy to load on a friends/family members PC, they invariably do not have Photoshop
and the pictures are mostly always to dark.

Don't have my '900 or the manual handy, but there is a menu option somewhere
(or a hidden menu) for adjusting the gamma on still captures. Been many onths
since I did it, so I can't recall the procedure; but there is one and it works.
Just keep looking.
