This issue may occur if the licensing service is unable to access the
required data file so it is unable to read/write the information. This
causes it run improperly and reports this problem. At this time, please try
the following.
1. Reset License Management information.
a. Stop the License Logging service.
b. Delete or rename the following files on the primary domain controller
or the enterprise server:
Cpl.cfg, which contains all of your purchase history and is located
in %Systemroot%\System32.
Llsuser.lls, which contains the user information on number of
connections and is located in %Systemroot%\System32\Lls.
Llsmap.lls, which contains License group information and is also
located in %Systemroot%\System32\Lls.
c. Restart the License Logging service.
d. Re-add the appropriate license information. If you experience this
issue again, restart your computer and try again.
2. If this issue still occurs, please reset the CPL.cfg file and add the
required permission to it:
a. Delete CPL.cfg file.
b. Copy over a zero byte cpl.cfg.
c. Run the following command under command prompt:
cacls cpl.cfg /e /g "NT AUTHORITY\NETWORK SERVICE:F"
- Please refer to the folder of cpl.cfg to run this command or
include the full path of this file.
d. Verify the permission to make sure LocalService and NetworkService
should be able to create files under %Systemroot%\system32.
e. Restart computer and then check if this issue still occurs.
3. For more information, please let me know the build number of your
Windows 2003 server. You can click "Help"->"About" from Windows Explorer to
get this information. Also, please let me know if you have had the recent
Windows 2003 updates installed.

Actually, the licensing information is only replicated between a Windows
2003 server (member server, could be DC) and the site licensing server
(normally the first DC, could be member server). It does not replicate
between different computers unless one is the site licensing server. Please

If the problematic computer is having problem to replicate the information
to the site licensing server (what you mean to "the other domain
controller"), there should be events logged in event log to indicate the
