Cannot install windows installer 2.0

I had exactly the same problem when trying to install the .Net runtime on a
NT 4.0 SP6 system. The installer first checks whether MSI 2.0 is installed
and tries to install it if not. The .NET installer failed when doing this,
displaying the (in)famous "Windows Installer service could not be accessed"
message. I tried all the fixes provided on Microsoft's site. To no avail.

This doesn't change anything. I did some debugging and I could see that if
MSI 1.2 is already there, the MSI 2.0 installer tries to load the version
of MSI.DLL that comes with the installation package, not the version that
is present in the SYSTEM32 folder. So, the problem is obviously related to
something going wrong in the new version of MSI.DLL. When you remove MSI
1.2 first, the files are merely copied and registered but MSI.DLL is not
invoked. So you don't see the bug. But it appears again as soon as the
service is invoked. I do have other NT systems where the problem didn't
occur. So I guess that MSI 2.0 has compatibility problems with some
software or some configuration settings.

Be aware that insisting on installing MSI 2.0 damaged my system. All my
Office shortcuts were broken and I was unable to launch any Office
application. Even by directly launching the EXE file. All Office
applications (Word, Excel,...) exited immediately after displaying their
main window.

I re-installed MSI 1.2 manually and repaired Office (I had a hard time
doing this because all the MSI information related to Office in the
registry was broken) and now everything works correctly again. However, I
could not install the .Net runtime and I guess that any application relying
on MSI 2.0 will trigger the whole mess again.

I'm having the same problem. I'm not able to run Outlook 2000 and MS
Project 2000. It won't let me reinstall them either.

How did you fix your office install?

I made a backup copy of the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\Patc
hes

Then I removed it and I re-applied the Office 2000 SR1 Premium SP2 patch
which can be found at http://office.microsoft.com/Downloads/default.aspx

Before deleting the above key, make sure that all subkeys are related to
Office. Otherwise, do not delete that key but only the subkeys that are
related to Office patches.

Note that this procedure may not apply to your own case. So be careful.

I had a hard time figuring out how to clean up the registry and I didn't
take the time to write down the procedure. My mistake. Of course, this
assumes that you have restored MSI 1.2. If you have the same problems as I
had, you'll not be able to apply the SP2 properly with MSI 2.0.
