Can this board using a 533 FSB P4 take advantage of the PC3200 DDR without
it being considered overclocking?

There is a nice chart of P4PE frequencies here:

I copied the results table below, so it can be recorded in Google.
Note that a processor clock of 150 gives a processor bus of 600MHz
quad pumped, and is the first FSB frequency that offers DDR400
for memory. Also note that DDR400 rates are hard to achieve if
you have too many DIMMs in your system - one double sided stick
or two single sided sticks might work fine, but more than that
may make DDR400 difficult to achieve. DDR333 should be much easier
to get, up to the limitations of the P4PE supported four memory
banks (i.e. two double sided sticks _should_ work at DDR333).

My original response was not entirely correct. The p4pe can use ddr400 at
ddr355 without overclocking. So it can make some use of the pc3200 above
pc2700.
To get the full ddr400, you must o/c the fsb. At default bios settings, a
533mhz p4 uses a fsb of 133 and ddr333.
I use pc3200 at ddr418, but, I o/c the fsb to 167 mhz. You must o/c to take
full advantage ddr400 on a p4pe with a p4b installed.

There's details here on what the specs are.
