HP 430se time sync hour jump

I have an annoying problem (the only one!) in that when my Pocket P/C syncs
with my desktop the time will leap ahead one hour on the Pocket P/C. I have
set Activesync 3.0 to sync the clocks as this is a really good feature.
However I think there is a bug in the software that is causing this problem.
Has anyone a solution to this?
I read somewhere that turning off daylight saving would remedy the problem.
(I think it would just reduce the instances the problem arises to twice a
year!!!)

Restoring from Windows CE Services 2.2 backup

ISSUE: When a user restores the backup from desktop CE services 2.2
and the Home settings in world clock are not set to Seattle, WA (USA),
upon restoration and after first synchronization, the time display on
the PPC will be pushed forward one hour. All the appointments in the
unit will be pushed (delayed) by one hour as well.

SOLUTION: To workaround this problem, set the Home setting on the PPC
world clock to Seattle, WA (USA). Dock in and synchronize with desktop
CE services again; then change the time settings back to your original
country, and the time as well as appointments will be restored to
normal.
