I am running Qmail+Vpopmail.
On the box with the MX record of 30, I have domain.com in the
/var/qmail/control/rcpthosts file.
For testing purposes, I took the box with the MX record of 10 down.
When I did this, I expected the MX of 30 to spool the mail. Instead,
it bounces, and I get this:
Hi. This is the qmail-send program at secondary.domain.net.
I'm afraid I wasn't able to deliver your message to the following
addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

it isn't in my control/locals file, so I don't treat it as local.

I obviously dont want to add this domain to my local file. Does
anyone have some input on this?

For the setup you have described, you might need some patching for
qmail.
ie.ETRN/serialmail or similar type setup.
My use of qmail is in setting it up to process the incoming emails as
local delivery.

Got it to work!
You were right, I added my primary mail server in the smtproutes file
on the secondary machine. After I did this, it began to spool the
mail properly.

Really? "domain.com"? Or some domain that's too secret to disclose?

The only MX I see for domain.com is mail.domain.com, preference 10.

This means there are no higher-preference MX records for domain.com to
which the system can send this message.
