What is the maximum number of notes which are allowed in a folder, and in a
PST file, in Outlook with upgrade to large tables turned on?

The maximum number of any type of item in a folder with large tables
is 65535 items.

Is there a limit on the number of items in all folders combined in a single
PST file?

Theoretical as Ken says is 65535 items in any folder with a total of 65535
(might become a tad slow) folders, the limit on a *.pst (or *.ost) is 2 gb
