When I attempt to run windows update (OS is XP Home)or
any page with ActiceX I get a window that says "Your
current security settings prohibit running ActiveX
controls on this page..". I also get the following
message when I try to run windows update: ( I am not
hooked up to a network)
To install items from Windows Update, you must be logged
on as an administrator or a member of the Administrators
group. If your computer is connected to a network,
network policy settings may also prevent you from
completing this procedure.
Note If you are running a Windows 2000 (except
DataCenter), Windows XP, or Windows Server 2003 operating
system, you can run the local administrator account on
your computer without having to log off and then log on
again.

Add the following Trusted Sites:
1. Open Internet Explorer.
2. Click "Tools," and then click "Internet Options."
3. Click "Security."
4. Click the Trusted Sites icon.
5. Click "Sites."
6. Clear the check box "Require server verification (https:)for all sites in
this zone."
7. Add all of the following sites.
http://Windowsupdate.microsoft.com
http://V4.Windowsupdate.microsoft.com
https://v4.Windowsupdate.microsoft.com (Note: The https is correct)
http://Download.Windowsupdate.com
https://a248.e.akamai.net
Also please disable any web enhancement/accelerator programs before
accessing the site. Here's a KB link with a list of some programs known to
intercept Windows Update.

Look in the system32 folder and verify you are running the latest Windows
Update site controls
Windows XP and Windows 2000
IUCTL.DLL and IUENGINE.DLL both version 5.4.3790.14
If not manually install the latest controls:
For Windows 2000, Windows XP, or Windows Server 2003:
1. Connect to the following link:
http://v4.windowsupdate.microsoft.com/cab/x86/unicode/iuctl.cab
2. Save the file IUCTL.CAB to your Desktop.
3. Right-click on the file IUCTL.CAB and select "Extract to" on the popup
menu.
4. Indicate the location to which you want the file extracted and click OK.
5. Go to the location you selected and right-click the file IUCTL.INF.
6. Select "Install" on the popup menu.
