AV2003 ccEvtmgr.exe slow to start

I have a number of XP machines where the Symantec Event Manager
(ccEvtmgr.exe) appears to take up to 2 minutes to start. In that
time, network access appears to be unavailable. Outlook Express won't
load.

One PC has not had a virus def update since Xmas but still experiences
the problem.

After the 2minutes has passed for ccEvtmgr.exe to start, everything
including Excel2000 and Outlook Express, work fine.


If I change the date on the affected PCs back to the 6th Jan 2004, the
PCs then boot up quickly. ccEvtMgr.exe taking less than 2 secs to
start.

I've tried the fix to untick the check box relating to Publisher's
Certificate Revocation, but it doesn't make a blind bit of difference.

Are these just symptoms of the same problem reported by other AV2003
users?

I've had that problem the last couple days too. It happened before a couple
months ago and Symantec posted a replacement file to fix it, but I have been
unable to find one this time, only the same one I downloaded before. I was
sort of hoping that the Verisign fix might have fixed it, but I haven't
rebooted since I installed the new certificate.

fwiw, I've managed to get one of my XP Pro PCs to boot up quickly
again by simply changing the 'Startup' mode from Automatic to Manual
for the Symantec Event Manager Service. The said service is
automatically started later so there is no harm in making this change.
The PC in question does not have any other Symantec products
installed other than AV2003. This solution is not guaranteed to work
with all PCs but it's worth a try.

Unfortunately this 'fix' does not work for my other XP Pro PC which
has AV2003 and Norton Personal Firewall 2003 (separate products).
