I tried to publish a master project to the server and I
got an error meesage saying that "The administrator
settings on the server prevent you from publishing a
master project. Please contact your Microsoft Project
Server administrator." I have checked under Managing
Enterprise Features under Admin, and the box of "Allow
master projects in Microsoft Project Server." has been
checked.

Seggestions will be very much appreciated.

Beware of publishing master projects to the Project Server database, as you
will immediately DOUBLE the resource allocation for every resource in every
subproject of the master project. However, if you are willing to live with
the results, you can enable master projects in the Project Server database
by doing this additional step:

1. Log into Project Web Access with Administrator permissions
2. Click the Admin menu
3. Click the "Manage organization" link
4. On the Features page, select the "Allow master projects to be published
to Microsoft Project Server" option in the middle of the page
5. Click the Save Changes button

Hope this helps.

Thank you so much. I found where it is. And thank you
for remind me of the potential problems. Part of the
reason I want to try this is because we would like to see
whether there is way to get around it through, maybe, some
semi-automated processes.
