Improvements to documentation

Forking from the "web.py development plans", I noticed that there are
open pull requests with improvements on documentation that are months
old. Can someone go over them and merge or reject accordingly?

Perhaps the project would benefit from an additional user with commit
permissions on the "webpy / webpy.github.com" repository?

We may use Sphinx to better organize documentation

For example:
  1. http://anandology.com/python-practice-book/
  2. http://flask.pocoo.org/docs/
Currently the web.py documentation is not as good

I completely agree. Sphinx is the way to go. Anyone would like to help with documentation?
