Without looking at the source code, I would say it's a bug in cmd.exe.
When I use shellcmd completion in Windows Vim, I get the same useless
choices as I get from the DOS prompt.

Looks like a bug. The code to expand shell commands is not triggered
when a file name can contain backslashes. I'll add a note in the todo
list.
