Home tab missing for users

Hi all.  One of my users complained that they're seeing an error when attempting to open a ticket.  Here's the error:
TICKET_VIEW privileges are required to perform this operation on Ticket XXX.  You don't have the required permissions.

This just only recently happened.  As far as I'm aware, the only change that has happened since this problem first began was our move from downstairs to upstairs and the gateway IP changed.  I've since made that change on all hosts located on that particular subnet and all appears to be well.  The other thing that's bothersome is that his tabs don't look the same.  His home tab, for instance, is now missing.  I've rebooted the server running Subversion/Trac and still the same issue.  Server is Fedora 14, btw.  As was suggested by another mailing list I found, I ensured that trac.ini had the correct information in the [trac] section:
permission_policies = DefaultPermissionPolicy, LegacyAttachmentPolicy

Your trac.ini has a mainnav section, which suggests use of the
MenusPlugin. The configuration specifies that the wiki tab has been
renamed to Home. I don't see that the MenusPlugin is enabled in your
trac.ini, however.

Just a quick note that `mainnav` is in vanilla trac since 0.11, check out:
http://trac.edgewall.org/wiki/TracNavigation

...so the plugin may be a red herring?

Yeah, you are right. I wasn't familiar with the mainnav configuration
in default Trac, so my pointing to the MenusPlugin was misleading.
