1) Could you please let me know if the Subversion supports Microsoft Source Code Control (SCC) interface.
2) Is there any utility/add-in to support MS Access with Subversion.

No. Because not even MS new source control system (TFS) supports that
ancient interface.

No. But you can use any svn client to handle your access files.
