is there a repository of old versions of TiddlyWiki out there anywhere?

I think noone has exactly collected all older versions of TW. If you
want to play around a bit, take an 1.2-version. If you want to start
creating a new page or hack the code, take the newest version 2.x

maybe Jeremy will publish them somewhere :)
It'd be interesting to extend the opensource concept to maintaining a
historical codebase as well: it'd be of great interest to javascript
learners (and programming learners of any kind) to see the evolution of
a 'large' program like this through its code.
also, i reckon version 2 is the preferred one to play around with as it
seems exactly as easy to use, but with more features (and
up-to-date)...
(I've already got a tiddlywiki website up, running on 1.2.38, and i'm
finding it an excellent publishing platform, the only major drawback
being that it's difficult to get an overview of the overall structure
of the wiki

I'm experimenting with 2.0.1 on a local tiddlywiki.)

Yes, I'd love to see an ftp archive of historical versions, as many
open source projects do. Often old code snippets are useful in other
projects, even if they are no longer the way that something is done in
the current version of the system in question, and and mentioned
below, they can be a great learning tool!

Usually there is some kind of "don't use anything other than version X
for new things" notice in the README, as well as pointers to the last
'stable' version in a release branch. Like to the effect of 'use
1.2.9 if you must use 1.x.y for something'
type documentation.

In the tiddlyforge subversion repository, I have everything since 1.2.36
(1.2.37, 1.2.38, 1.2.39, 2.0.0 and all the beta versions):

I've got everything from 1.2.13 through 1.2.39. How do I add them to
the SVN repository? I haven't used SVN before, so please describe basic
procedures, common commands, etc. that I'd need to know.

You would need to do a repository checkout to get what's there. Now,
thing is - because we want to add these as older revisions, this will
probably be a bit more of a complicated operation - one that may require
me to start the files over again. Per chance could I download the older
versions from you - as this may be a bit more obnoxious to accomplish....

I've got a complete history of TiddlyWiki (going all the way back to
May 2004 when it was a 12KB monster called TwiddlyWiki).
