It’s ironic that these sites are blocked on networks of all ISPs in Pakistan on the orders of PTA since last two more months but PTCL seems above the law!
We look forward to any action on this by the regulator.

Dear Sir,
According to PTA’s directive to block 1000 websites containing pornographic material, all Internet service providers are bound to block these websites which was done in Nayatel/Micronet immediately. I receive several customer’s queries regarding this act which was answered that this action is taken after the directive issued by PTA. On which customer told us that these sites are opening on PTCL’s DSL connection. I confirmed that by opening the following sites PTCL’s DSL.
I found that these websites are opening on PTCL. Attached are the screenshots of the above mentioned websites. Also a screenshot of the following websites
www.whatismyip.com shows the IP address which is used for our internet communication and www.ipaddresslocation.org shows that IP address used if belongs to which Internet Service Provider and its location.

Dear Sir,
We’d like to draw your kind attention to the attached PTA’s notification of 26 October 2011 in which all ISPs were asked to block 1,000 pornographic web sites. All ISPs of the country have acted immediately on this order of PTA in good faith by blocking these web sites in best national interest.
But we’ve lately came to know that these sites were not blocked by PTCL for its own DSL services and PTCL has been “unofficially” marketing its services to the prospective customers by calling it ‘unfiltered’ Internet service. We’ve ourselves checked accessibility of these sites from PTCL’s DSL connection in Islamabad and all of these sites were accessible to PTCL’s DSL customers as of yesterday, i.e., 08 December 2011.
This is a very serious breach of orders of PTA by PTCL and we request PTA to kindly take immediate punitive action against PTCL for blatantly flouting this order of PTA.

I may put my two cents in, 1000 Domains and 65,000+ Links are provided from PTA for blocking to all ISPs.
But majority of the domains/links are accessible on PTCL/EVO.
Domains can be blocked on IP level (still not done on PTCL) but for blocking links e.g. YouTube abusive videos links, Facebook abusive pages, one need L7 OR proxy URL filtering.
That might cause slow or downgraded level of Internet services to end customer that’s why PTCL block/unblock them as per their wish. May be…

And, of course, the way they've blocked sites is by sending a badly
formatted HTTP reply to redirect users to youtube. It doesn't work -- I
end up with a blank page. It annoys me that they can't even get that
bit right.
