Now one would think if someone wanted to make a few bucks reissuing a
ELO album in Quad they might not want to do one that already exists
and might want to do one that people would snatch up in a heartbeat
such as #1 A New World Record, #2 Eldorado, #3 Out Of The Blue

Doing new quad releases would mean taking the masters back into the studio, and re-mixing them, which would cost money.
 
Re-releasing old quad masters costs little, and I'm suspecting they are trying to scrape in as much money as they can, by doing it as cheaply as they can.
 
Releasing a DVD-Audio disc would increase the costs as it means a further licensing fee needs to be paid for, and why should they go to that trouble for the few people (in their eyes) that would make use of it.
 
As much as I'm behind them re-releasing the quad material, I wish they'd do their homework first

Yes, but it is DTS 96/24 which should be better than DTS-CD right?

Yes Dale DTS 24/96 must be much better than DTS-CD.
Thanks for telling us about it.
It is undoubtedly true that lossy DTS especially on DTS-CD can sound
excruciatingly awful.
BUT
IMHO
24/96 DTS on DVD very often sounds passable, although still lossy and
not as good as 24/96 PCM or MLP would have been.

Sound interesting from that article -- could be I'd like this proggier
version of ELO better than the more famous later stuff.

Quite so. And I 'expect' you couldn't tell the difference between it and
level-matched lossless unless you knew which was which in advance.

Imo in digital realm it's quite easy for any of us to set up an audio
discrimination test to examine whether or not an unknown original can
be found among their downconverted counterparts. However, proving or
disproving the discriminatory capability of an individual to others is
beyond this forum imo.
