Further to the my telecom with all of you, I am herewith enclosing the Sphere India: Common Assessment Formats which would help to gauge the impact of disaster on various sectors. The same format was used in other disasters in India, Cyclone Aila, Cyclone Nisha, Kosi Floods etc.

 

With regard to the emergency meeting in Care India Office, Khairatabad, Hyderabad, I wish to bring to your notice that Ms.Nalini and Ms. Suhasini  Care India are organizing the emergency meeting at 3 p.m. today. Please contact Ms. Suhasini, Care India, Hyderabad. (Mob: 9849760171)

 

Rationale:

 

The floods in Kurnool District of Andhra Pradesh which is a result of heavy rains in adjacent states have let the people caught up in flood water without food, drinking water and dry clothes for almost 24 hours. The cut-off of access roads and national highways are disrupting the relief efforts. The continuous rainfall in the district is also hampering the relief work. Army has been called in and people in Kurnool Town and worst affected villages are either vertically evacuated through helicopters or are directed to elevated places for safety. Please refer to the SITREP attached herewith for your reference of the situation.

 

The Indian Red Cross, Hyderabad mentioned that NH 7 is cut off. Their vehicles with food are returning to Mahabubnagar as they are unable to find access to Kurnool. About 8-10 feet water is in Kurnool town and district administration is discouraging people to enter into the town. The Tungabhadra River Bridge, after Kothakota is completely submerged, thereby halting the traffic. Due to the hectic logistics work going on in arranging for food and other items, the representatives will not be present for the meeting. Immediate Needs:

 

Looking at the grim situation, there is an urgent call for the following needs:

 

·         Drinking Water

·         Food

·         Dry Clothes

·         Emergency Shelter Items (Tarpaulins etc)

·         Fuel for lighting as there are power cuts due to flood water.

·         Emergency Medicines

·         Boats and Rafts for evacuation of people.

 

Agenda for Emergency Meeting:

 

·         To initiate an inter-agency multi-sectoral assessment (Assessors: So far, Care India, CRS, and Save the Children BRB have agreed to be part of the team)

·         To plan the assessment in Kurnool, which is one of the worst flood affected areas in Andhra Pradesh.

·         To identify the urgent needs of people.

·         To highlight who will work where and on what.

·         To share information of available organizational relief resources to meet the needs of the people.

·         To plan for an unified response of the relief kits.  

 

The representatives from the Assessors will be undertaking the assessment using the format (one format per village) and the assessment can be undertaken in 5-10 worst affected villages, based on accessibility etc.
