This is the second request for discussion on the creation of a new
newsgroup, soc.religion.sikhism. The changes made on the basis of initial
RFD are, briefly:
1. The requirement that the coordinator must step down at the end
of one year term has been relaxed to take care of the situations
where there are no eligible volunteers for coordinator's position.
2. The requirement that the incoming moderators and coordinator have
unanimous vote of the [current] moderators has been relaxed to
a simple majority vote of moderators, keeping in mind the difficulty
in reaching unanimous agreement due to the large number [~5] of
moderators.
CHARTER
=======
soc.religion.sikhism is intended to be a moderated newsgroup to carry
informative articles and discussions about Sikh religion [Sikhism] and
Sikh people [the Sikhs]. The topics intended to be covered by the newsgroup
will be relevant to Sikhism and Sikhs and include, but are not limited to:
o Teachings, Philosophy and Practice of Sikhism.
o History of Sikhism and the Sikhs.
o Sri Guru Grahth Sahib Ji.
o Gurbani, and Literature related to Sikhism and Sikhs.
o News and current issues relating to Sikhism and Sikhs.
o Information about resources, pilgrimage, conferences and other
related endeavors.
o Specific queries of possible wide interest.
The moderators will ensure that the postings are relevant to Sikhism
and free from verbal abuse, name calling and flames.

Sikhism is a more than 500 years old religion and the
millions of followers of this religion are spread all over the world.
There is a dire need for a newsgroup where Sikhs and others interested
can exchange information & ideas and discuss issues related to Sikh religion
and Sikhs. At present, most of the postings falling under the charter proposed
above take place on soc.culture.punjab and soc.culture.indian. However,
the charters of these newsgroups do not contain any provision for religion-
related posts. The sheer number of posting on these two newsgroups has rendered
it very difficult to conduct Sikhism related discussions and share information
efficiently. Also, Sikhism is a world religion and is limited neither to
India nor to Punjab alone. Thus, soc.religion.sikhism will provide a much
needed coherent and efficient forum for articles and discussions about Sikhism
and Sikhs to Sikhs and others interested, all over the world.

The moderators' normal term will be ONE year. New moderators will be
decided as per the rules detailed in the companion posting in news.groups under
the title [thread] 'SRSikhism: Moderator Selection Guidelines'. Also,
there will be one Coordinator elected by the incoming moderators each year,
normally for a term of ONE YEAR. The proposed Coordinator is:

The selection procedure for new moderator is outlined in the companion posting
mentioned above. Moderators and coordinator will normally be expected to step
down after one year except under special circumstances as explained in the
companion posting in news.groups.
DISCUSSION AND VOTING:
----------------------
Initial request for discussion [RFD] was posted on 12 February 1995
and the discussion resulted in minor changes in the selection guidelines
for moderators and coordinator. Specifically, the strict rules that
the coordinator must step down after one year has been relaxed keeping in
view the possibility that there may not be any eligible volunteers for a
replacement coordinator. Also, the requirement for selection has been relaxed
to simple majority decision of moderators instead of the earlier proposal of
unanimous vote of moderators being the requirement.
During the rest of the discussion period [upto the second week of
March], if any further modification to the proposal appears appropriate,
a revised RFD may be issued during that time. At the end of that period, if a
consensus appears to have been established, a Call For Votes [CFV] will be
issued on the above proposal, amended to take account of comments during the
discussion period.
Voting will be conducted by an independent vote-taker drawn from the
Usenet Volunteer Vote-takers' group. The standard mainstream Usenet
voting rules will apply. Voting will be open for a period of 21 days,
tentatively scheduled for March 1995. Full details will be
included in the Call For Votes. If this timetable were adhered to,
the proposed group could be formed a week before Visaakhi, the
birthday of the Khalsa!
With the approval of the list owner and subscribers, this Request For
Discussion and any ensuing Call For Votes may be copied to
any mailing list. It will also be posted to soc.culture.punjab,
soc.culture.indian, soc.culture.pakistan, soc.religion.eastern,
soc.culture.indian.info, rec.music.indian.classical, rec.music.indian.misc,
and alt.culture.us.asian-indian.
Discussion of this proposal will take place *solely* in the Usenet
newsgroup news.groups. Please do not disturb others by sending your
comments back to the newsgroup or mailing list in which you read this
announcement; the headers on this article have been set up so that,
as long as your Usenet posting software is working correctly, the
"Follow-up" command should send your contribution to news.groups. If
you wish to follow the discussion, you should ensure that you are
subscribed to news.groups.
