Windows and other builds

What is the approved way to build for Windows? I see Makefiles for
Unix and Mac as well as Xcode for Mac, but no option for building on
Windows.

It appears that SCons is used for building skia for Chrome. Are there
any plans to integrate SCons or swtoolkit into the skia distribution?
Given the cross-platform nature of the skia toolkit, such a build
system seems like it would be a valuable addition.

Chromium has a skia.vcproj to compile skia as a static library on
Windows. It will be replaced within a few weeks by gyp.

Windows development is a bit underpowered right now. If you have a
patch you'd like to share, I think that would make a great addition.
