I received the below (canned) response because of my complaint to
dartmouth.edu. I interpret it as saying that Dartmouth supports
slander as a "protected" part of the constitution. Gee, maybe they
should get someone educated to enlighten them.

Archimedes Plutonium
From 1993 to present I have ignored the majority of people who attack
me on the Net and Web. Ignore is the best policy because to engage with
these "hatred-packed-people" loses your own valuable time.
Recently I had some spare time and so I decided to try to oust two of
my hate mongers. One is Tim Skirvin of Univ of Illinois UIUC with a
character assassination web page of me and the other is Ken Hollis of
NASA with a similar character assassination web page but also his
practice of regularly posting a FAQ to newsgroups containing my name
with diminutive and hate-spews. These FAQ cause Search-Engine-Bombing.
Now UIUC has links with NASA and so these two sites are probably
jointly attacking me.
Hollis has been attacking me since 1994 when I noticed his Web page
attack. I asked him kindly to cease and desist. He gave me a mocking
reply.
I suspect that Skirvin is not what it appears to be. He may be the 19
year son of a professor at UIUC. But the writings he delivers suggests
to me that others of an older age had to write those. I cannot see a 19
year old with that temper of hatred. Kids of that age would say "so
what, who cares". So I suspect that the writings of Skirvin are those
of older people. And Skirvin is a cover-front for complainers of
cancelled msg.
All of this to me is what I call "human problems". I stay away from
human problems because they are mostly all a waste of time. I do
partake in them on the Net sometimes because most people who read me do
not want or understand the science and they read me for the "human
side". But it is a waste of my time in large part.
Recently I asked for an address to deliver a legal document naming
Ken Hollis of NASA. I have not received a reply as yet.
I did the same for Skirvin of UIUC and got this reply:

Both the Net and Web are wild west frontiers. Many web site
administrations have a "Web Policy", but with little to no
restrictions. Thus some websites can show foul and disgusting things,
and never pulled. With this in mind, character- assassination web sites
are common on the web.
So, both Hollis and Skirvin have dished up character assassinations
of me for the past 2 or 3 years and I have ignored them.
Hollis, in addition posts a frequent FAQ with my name in it plus
namecalling me. This FAQ is Search-Engine-Bombing.
I am not accusing Hollis or Skirvin of emailbombing me, or forging my
name to subscription lists and these two practices are probably not
illegal. Only threat is your plug pulled by your administrator.
I am accusing Hollis and Skirvin of character assassination websites
of me and Search-Engine-Bombing by Hollis. I have not done anything
about this until the past few weeks. And it has come down to this for
me. I am locating their employers and asking them for UIUC website
policy and NASA website policy.
I suspect Skirvin is government employed with this Net Cop.
When I was a U.S. Naval Officer I remember we were never allowed to
harrass anyone, especially private citizens. Our manner was never to
harrass private citizens.
Emailbombing and forging subscription lists is probably not illegal.
Character Assassination webpages and Search-Engine-bombing are probably
not illegal.
But I am searching for the US Code of a public servant, government
workers, such as Ken Hollis , Tim Skirvin or whoever is behind those
websites and FAQ. I suspect in the US code that there lies a law that a
public servant is illegal to be harrassing private sector citizens.
And the below is further evidence of why cannot this govt . employee
of Ken Hollis stop harrassing my employer of Dartmouth, and stop
harrassing me, a private US Citizen.
I believe the US Code has a law, or regulation of govt employees
harrassing private sector citizens.
So, I still do not have that address from Ken Hollis but the route I
am taking is that if Hollis and Skirvin do not stop then I can swing it
so that they will have to appear in court. And in the case of the US
govt, I can file the court papers here in New Hampshire , requiring
govt employees of Ken Hollis and Tim Skirvin (whoever) to have to come
here.
But all of the above takes away my time, and so I may not pursue it.
For who really cares if two punks call you names, it is not worth it.
But perhaps some NASA or government official is reading this and with
a single telephone call, both Hollis and Skirvin harrassements vanish.
With the US Govt, if you reach the correct person, the harrassement
ends.
The Net and Web may _appear_ to not have much law and order, and say
anything you want to say, but the more time you spend on the Net and
Web you begin to feel the "social pressure" to do what is right. And
although a large proportion of posters to the Net and Web use this
media as an outlet for their daily lives of frustrations or other,
thinking that calling someone else a name elevates themselves.
My answer to most of this is to ignore. To trashcan-unopened most
email. To killfile those posters who do not have my interests.
Can someone please post the name and address of Ken Hollis "big boss"
so that I can find this US Code of govt employees harrassing private
sector individuals.
Or simply stop the harrassement.
