WEEKLY TROPICAL CYCLONE SUMMARY #168 OCTOBER 16 - 23, 1994

North Atlantic Basin: No tropical cyclones.

Eastern North Pacific Basin (E of 140 Deg. W): No tropical cyclones.

Special Hurricane Rosa Update (Summaries #166-167): Late reports from
Mexico indicate that Rosa caused four deaths with four others missing.

Central North Pacific Basin (180 Deg. W to 140 Deg. W):

Tropical Depression 3C: Tropical Depression 3C formed near 13N 157W on
22 October. Initially nearly stationary, the system assumed a westward track
on 23 October. At the end of the summary period, the system was moving west
with 30 kt winds.

Western North Pacific Basin (W of 180 Deg. W):

Typhoon Verne: At the start of the summary period, Tropical Depression
33W was east of the Mariana Islands moving west with 30 kt winds. Verne
assumed a west to west-northwest track on 17 October as it reached tropical
storm strength. This motion continued through 20 October, with the storm
passing through the southern Marianas on 18 October. Verne reached typhoon
strength on 20 October. Verne turned northwest on 21 October, then the
cyclone stalled near 18N 131E the next day. At the end of the summary period,
Verne was drifting erratically near 18N 130E with 95 kt winds.

Verne affected the Mariana Islands from Tinian south. Rota reported 35 kt
sustained winds with gusts to 67 kt at 2100 UTC 18 October, along with a
minimum pressure of 992.6 mb. Ship KIRH reported 50 kt sustained winds at
0000 UTC 23 October with a minimum pressure of 997 mb six hours later. There
are no reports of damage or casualties at this time.

Typhoon Teresa: Tropical Depression 34W formed near 16N 144E on 16 October.
The system initially moved west, and this motion continued through 19 October.
Tropical storm strength was reached on 17 October, with Teresa reaching
typhoon strength on 19 October. Teresa turned west-southwest on 20 October as
it reached a peak intensity of 80 kt, and this motion continued as the cyclone
tracked across Luzon in the Philippine Islands on 21 October. Teresa weakened
to a tropical storm over the Philippines, but it regained typhoon intensity
over the South China Sea on 22 October. At the end of the summary period,
Teresa was moving west-southwest to west over the South China Sea with 65 kt
winds.

Teresa affected the central and northern Philippine Islands. Infanta on
Luzon reported 59 kt sustained winds and a pressure of 982.8 mb at 0200 UTC
21 October. Sangley Point also reported 59 kt sustained winds at 0600 UTC the
same day. Manilla reported 40 kt sustained winds with gusts to 59 kt and a
pressure of 989 mb at 0500 UTC 21 October. Ship JNBO reported 50 kt sustained
winds at 1200 UTC 23 October, and a pressure of 996 mb at 2100 UTC the same
day. Press reports indicate that Teresa caused 4 deaths in the Philippines,
along with some flooding and property damage. Seventeen or more people are
also missing from a tanker that sank in the South China Sea due to Teresa.

Typhoon Wilda: Tropical Depression 35W formed near 14N 161E on 20 October.
The system moved west-northwest as it reached tropical storm strength later
the same day. Wilda followed a general west-northwest track through 22 Octo-
ber, then it turned west on 23 October. Wilda reached typhoon intensity on 22
October, and at the end of the summary period it was moving west toward the
Mariana Islands with 100 kt winds.

Tropical Storm Yuri: Tropical Depression 36W formed near 24N 176E on 23
October from a non-tropical low pressure system moving west across the Inter-
national Dateline. The cyclone reached tropical storm strength later that
day. At the end of the summary period, Yuri was moving rapidly westward with
35 kt winds.

North Indian Ocean Basin: No tropical cyclones.

South Indian Ocean Basin (W of 135 Deg. E): No tropical cyclones.

South Pacific Ocean Basin (E of 135 Deg. E): No tropical cyclones.
