Peanut gallery changes in place

As of now, anyone can subscribe to scheme-reports-wg[12], but only
members of the WG can post. This should remain true indefinitely.
Feel free to invite your friends and relations to join, informally or
through the Google Groups web sites.

The wg[12]-private mailing lists remain as before. I will mention
again here that they are unsuited for technical discussion of any sort.
If they must be used, it should be *solely* to discuss problems with
members of the WG. It is appropriate to call the chair to account there,
e.g., but not to at the same time pursue a technical agenda.
