How do I grant 'publish_stream' permissions?

According the the FB Graph Post API I need to grant 'publish_stream' permissions to publish a message, how do I enable these permissions?

I am using a different API for my FB interaction beyond authentication.

Apparently I figured it out. By granting 'read_stream' I was able to access and publish posts.
