Playing Bleed Modifiers

Question:

When can the acting minion play bleed modifiers? Before the defending
Meyth declares whether to block? After the block is declared? After
block is successful?

I know the normal rules for bleed modifiers. I just want to know if
the above timings for bleed modifier playing is legal? I have a few
guys wanting to play bleed modifiers before block is declared, After
block is sucessful and so on (the normal timing window for action
modifiers) so they can cycle cards even if they know they can't bleed
through.

It's ok, right?

Yes, yes, and no.
In general, action modifiers must be played before resolution (unless card text
indicates otherwise).

Yes, in general, since they always have the option to play the modifier before
declaring the block successful.

This post is not in any way an answer to your question, since that has
already been provided. I'm just posting to point out that when viewed
on Google, the advertisements listed on the right hand side are for
menstrual products. Bleed Modifiers indeed.

Two more questions, in a doubt that occurred on a friendly game one of
this days.

Can a player play Govern the Un. at inferior, play a conditioning, and
then (with the replaced card) play a seduction? Or the announce of the
action is only the action card, and not the action modifier.

Can he too play a seduction on a vampire he controls, and even on a
torporized one?

Conditioning cannot be played in the "as announced" window.
Seduction must be played first.
