Can you pull a vampires fangs after you play Anesthetic Touch (inferior OR
superior OBE) to strike hands and end combat? Or does the combat end before
you can play cards like this? I know the opposing minion can play prevent
cards, but those are played during strike resolution. Not sure of the
timing...just says end of round on the card, which could mean press-step
(which would be non existant at this time). Any insight would be
appreciated. Thanks in advance.

Yes.
You can also play Disarm.

For combat to end, the round has to end.
You may play the Pulled Fangs/Disarm at that time.
