Yes. There are new monsters (gargoyles, flying gargoyles, salamanders), new items
(potion of oil, bear trap and land mine OBJECTS, new armor), new behavior for some
things (PYEC for non-tourists, some other artifacts properties, the [HoOppAlign),
new maps for some levels (the bottom of the mines + minetown for example), and a new
set of restrictions on spellcasting. There are also some "guaranteed" objects.

Other responses were accurate, but they left out the weapon proficiency
system. (I must be weird, but I actually like it.)
Most of the changes with 3.2 are subtle. Lots of little things may work
slightly differently than they did under 3.1.3....

Scenario: I'm carrying around my blessed BoH and one of wand of cancellation, magic lamp,
wand of wishing, etc. You know, the stuff that makes the BoH explode. Anyway, I've been
collecting potions and scrolls, and I'm dipping them all so that I can make holy water and
blank scrolls for writing. All my scrolls were in the bag and I wanted to remove them.
Unfortunately I typed the key sequence to put all my scrolls IN my BoH. I went through
this too fast, didn't catch it, and because I didn't have any scrolls in my inventory, the
game starts putting everything I own into the BoH. When it hits the wand of
cancellation... BOOM! *itshay itshay itshay!!!* Say goodbye to 3 magic markers, gems
galore, spellbooks, 15 potions of holy water, 15 scrolls of enchant stuff and identify,
another 10 blank scrolls destined to be enchant armor. *WAH!*
My questions:
1) Is there any way to tag an item so that it can't be put into a container? If not I
think this would be a great Dev Team suggestion. Once an is tagged, it would be like the
Bell of Opening, "An items such as this can not be put in such confines".
2) What are the best ways to prevent this from happening. I know caution would help a lot,
but sometimes my finger run ahead of my mind.
3) I'm playing 3.1.3 on Unix Sunos 4.x. Is there any way to hack a save file so that I can
go back and restore the game. I know some of you consider this cheating, but things like
exploding BoH's from stupid mistakes are so annoying. I'm really quite fed up with it.

Along that line, we could also prevent oneself from stepping into water when
you carry scrolls & potions unless you acknowledge it, we could prevent
spelling errors when wishing, we could prevent reading an identified scroll
of destruct armour etc etc etc.
The game would just become more boring, since it would not force you to play
careful, it would make it more into a hack'n'slash game.
These are my opinions, but I feel that the DevTeam is along those lines
as well, or it wouldn't be there in first place :-)
There IS wizard mode for people that don't want to ruin characters because of
mistakes.

You named it, caution. Another way is (like I do) to put stuff you generally
don't need all the time, like food & other heavy stuff, WoW etc, in a chest
near the stairs. This will help you carry around more stuff, since you only
move around encumbered when moving between the stairs.
This is, of course will be a pain when you step on level teleport traps and
such, but the chest will still be there, and you will be able to get to it
sooner or later.

If you administer the game yourself, I think the easiest hack would be to
change the part where it includes time in the savefile. I haven't looked
into this myself, so I don't know how complicated they made it, but it
should be an easy hack (Like removing calls to time() or whatever to a
single constant)

Not carrying a bag of holding is the most obvious - these bags seems
too dangerous for you. Or you could keep a BoH inside a normal sack.
Put stuff in the sack instead of the BoH, this is always harmless.
Dig out the BoH only when there's lots of stuff in the sack and you
need to get lighter. This won't be often, so you may be able to
be more careful in those few cases.
There is an added benefit to the sack: Nobody will be able to curse
the BoH inside, cursing affect inventory objects only.

Version 3.1.x behaved that way; 3.2.x does not. If you give a
response of "?a" when you don't have any "?", it will revert to "A"
instead of "a", so prompts one by one for everything rather acting
upon all items without prompting. (This is assuming that you've set
the `menustyle' option to `traditional' to use the 3.1.x interface.)
I suggest that you upgrade to 3.2.1. (And in the future, keep
lines narrower than 80 columns for your news postings....)

Get another (ordinary) bag, in which you can stuff all this dangerous
explosives...

Well,you know what a *blessed* sack does for you,right? Nothing that
i know of,that is.
A cursed sack does exactly the same.
