This is a comment by Lance Armstrong after the Lancaster race which
Frankie Andreu won.

"Frankie is like the Bart Simpson of pro cycling," Armstrong said. "A
strong engine, but you don’t see him win very much. It was gratifying
for me."

Question : Could some one please tell me what Lance is trying to say
here?

My guess is that it's because Bart Simpson is typically thought of as
an underachiever. I think there was a slogan some years back alluding
to that, though I can't think of it at the moment.

If you aren't sure who Bart Simpson is, he's a character on a popular
US cartoon, "The Simpsons."

I thought maybe Frankie had died his hair blue or something.

The slogan was 'Underachiever and Proud of It!'

For what ever it is worth.
The Simpsons is the only TV show I know of that starts every one with someone
riding a bicycle. Bart's sister Lisa always rides into the driveway before
Homer drives up in his car. And of course Bart is riding his skateboard.

FWIW, King of the Hill also has someone riding a bicycle at the start of every show. Bobby, the fat
kid, to be precise. Mebbes Mike Judge is a secret cycling fan, and was inspired by Jan Ullrich's start
to this season?
