Is this new forthcoming Wingrove title, Son of Heaven a simple reissue,
something new, or perhaps a definitive edition?

A comment on tor.com I just saw seems to think it's a new volume in the
series... (Under the Feb Epic-Fantasy Releases post, though the book itself
wasn't included in that post.) ... Okay, it's a revamp/reboot of the series,
and this book's the "new first book" in it.

From the Wikipedia article:

In February 2011 Corvus / Atlantic Books will begin an ambitious
re-release of the entire Chung Kuo saga, recasting it as twenty
books with approximately 500,000 words of new material. This
includes two brand new prequel novels, Son of Heaven and
Daylight on Iron Mountain and a significant restructuring of the
end of the series to reflect Wingrove's original intentions[1][2].
The two prequels will cover events between 2045 and 2100 AD,
telling the story of China's rise to power.
