[perl #40620] [TODO] Tcl - tests error wrongly in t/cmd_expr.t

Within the C<simple binary ops - stringified integers> section of the
languages/tcl/t/cmd_expr.t test file, the tests fail wrongly. From
the TODO comment itself:

# XXX any eval_is's in this section are written that way because the
# test errors wrongly.

This ticket is in response to cage task #39704. If this is not the
manner in which this cage task should be dealt with, please tell me
before I put too much (more) noise onto the list.
