Draft Motion: Try to Follow the Rules

This is just a draft at this point... I'll submit it as a motion after
adequate discussion:

Change Rule 1 to read:

Title: Follow the Rules

The game of Nomicron consists of a set of rules. Each rule has three
parts: a number, a title, and text. All players must endeavor to abide
by all rules currently in effect, in the form in which they are in
effect. The rules may specify consequences for players who violate the
rules.

Separately... consider this as a potential way to handle offenses... I
will probably wait to submit this until the round because I think this
kind of thing should be decided using the normal draft process rather
than during the convention.

Title: Criminal Code

Any player found to be in violation of any rule of Nomicron is subject
to the following punishments based on how many prior offenses they
have:

0 - 1 Lose 10 points
2 Lose 20 points
3 Lose 30 points
4 Lose Player Status
