I asked these question on XULPlanet a couple of days ago.

Is it possible?
Has anybody done it?
What does it take?

Typically you would localized your XUL on the server like you would any
other web application. You couldn't use the DTD method of localization,
since we don't currently support loading external DTDs for XML documents.
