Completed RC3 testing!

The key testing activities for RC3 has been completed. The biggest
concern right now is that A1 is not updating to RC3 if the update fails
during the normal update. See the software update results below. We
need a decision on this before we can give a "Go" for RC3 release.
Normally we fix all software update problems to get the maximum number
of users on the new release.

The areas tested are:

* en-US regression testing (smoketests, Win BFT, Security regression tests)

* L10n spot checks (picking up the locales not tested since RC1)

* Verifying the bug fixes in RC3 and focused testing in these areas

Next Steps:
* Wait for signing and staging
* Review the Release Notes
* Perform the live testing when the downloads are posted to all-rc.html
and when the update channels go live.
* Monitor various forums for feedback from the community
