If you remove a card without explicitly uninstalling it via the device
manager, it's info will remain in

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E968-E325-11CE-BFC1-08002BE10318}

Starting with Fx8, about:support Graphics section shows the info for such an
adapter (as GPU #2)

Is this a bug? Why show irrelevant info about an adapter that's not even
present? about:support shows no indication that this adapter is not
active/present, making it seem that its info is somehow significant to
rendering/acceleration decisions.

Is this only a presentation issue, or is this irrelevant adapter info
actually affecting certain decision in the code?

Yes, this is a bug - see https://bugzilla.mozilla.org/show_bug.cgi?id=679110

The information about additional GPUs is shown since it helps to identify problems that are specific to dual GPU machines.

This is only a presentation issue; no decisions are made based on "GPU #2".
