On the Home tab, Paragraph group, click the tiny arrow icon at the
right end of the bar that says "Paragraph", which displays the
Paragraph format dialog. At the bottom of the dialog, click the Tab
button to get the same old Tabs dialog.
A shortcut to this dialog is to double-click the tab marker on the
ruler.
In the dialog, select the tabstop to change, click the leader type you
want, and click OK.

When you use the Paragraph dialog box to access the Tabs dialog box, you'll
encounter a nasty little bug: the current settings in the Paragraph dialog
box are set as the document defaults for the attached template, usually
Normal.dotm.

Yep, the Paragraph dialog box is fine to use as long as you don't click the
Tabs button.
