My Level 3 TOC number is bold and it should not be bold. The Level 2 TOC
numbering is correct. Even going into the all the different ways to change
the styles does not fix this problem.

I am an advanced user (technical writer) with over 15 years experience with
word, but this one has me stumped.

TOC entries reflect directly applied font formatting, which suggests that
the number in the document has been directly formatted as either bold or not
bold (if the style calls for bold). Note that if your heading style is bold
*and* the number format calls for bold, this might be the source of the
problem.

Actually we figured it out. But it is was not how word should work.
We actually have a very mature template that we all use. Looking at all the
formatting and styles indicated that the number should not be bold, but it
was.

We fixed the problem by modifying the TOC 3 style via the number formatting.
We deleting the font call (arial) and that fixed the problem. Again all our
other settings were such that the numbers should not have been bold, but they
were.

We look at it as a workaround.
