Within 'Services,' WMI shows it is running.
How do I resolve this?
FWIW, running services.msc results in . . . nothing. No apps appear to
start. No errors. nutin.

One of the services or its dependencies not started in the services.msc
control panel, so try to start the WMI and it's dependencies.
