What is the use of the hidden system file NTUSER.INI please?
I have some trouble in moving users around in a Windows 2003 Server SBS
with XPP-SP2 Clients, mainly on Outlook, and I find in that file on the
Clients a line reading:
[General]
ExclusionList=Local Settings;Temporary Internet -
Files;Historique;Temp;Local Settings\Application Data\Microsoft\Outlook
Thank you.

The ExclusionList is for excluding directories in roaming profiles.
The same info is also found here...
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\
CurrentVersion\Winlogon
ExcludeProfileDirs
System tool may not correctly display the user profile size in Windows
Server 2003

Hope this helps. Let us know.
