How to make keys work as they should

I cannot get my Esc key to work, nor my Tab key (within OE) to move my
cursor left or right in Folder column. How can I activate esp. the Esc key,
please?

In the Main window in OE to Move between the Folders list (if on), message
list, preview pane, and Contacts list (if on) use the TAB key.

In a Message window—viewing or sending in OE to Switch among the Edit,
Source, and Preview tabs use CTRL + TAB.

In a Message window—viewing or sending in OE to Close a message press ESC.

Using Outlook Express keyboard shortcuts
Paste the following line into Start | Run and click OK...

hh msoe.chm::/mail_hotkeys.htm
