Device manager reports a "Generic Flash HS-CF USB Device" and a "Generic
Flash HS-Combo USB Device" as installed hardware.
Drive Manager reports that the E:\ and F:\ drives are removable storage
devices, with 0 total space and 0 space available.
I do not know if the Q-Phone has PnP components that were recognized when
the phone was attached, or if Active Sync ran.
Any ideas on what registry keys need to be modified or deleted to prevent
this phantom hardware installing at boot?

If the ohone has a "memory card" slot, then the Windows will treat
this as a memory card reader. You should be able to uninstall these
"devices" from within Device Manager.
Here is a sample "batch" file which will let you access Device Manager
so as to clean up the devices:
set devmgr_show_nonpresent_devices=1
cd %SystemRoot%\System32
start devmgmt.msc

I tried to uninstall the USB devices in Device Manager, when the system was
rebooted, the devices reappear. They must be a registry entry or entries
that load the device drivers and allocate the drive letters at machine
start. I'm loath to start editing the registry without knowing which keys
need to be changed and what effect it may have on other dependencies.

Reboot the system WITHOUT the phone connected to the PC. If the phone
is connected when XP is booting, it will always come back. Then, look
for the Motorola drivers and install these before you reconnect the
phone.
The Q-phone was connected to the PC via a USB cable before the software was
installed. The user realized he made a mistake, and uninstalled the software
(VZ Manager, Active Sync). The users first incident report concerned a
network drive share mapping (F:\) 'unable to connect'.
Examining the system, I found two devices in Device Manager, "Generic Flash
HS-CF USB Device" and "Generic Flash HS-Combo USB Device" as installed
hardware, even though there were no devices attached to USB ports.
I uninstalled the devices via device manager.
Upon rebooting the PC, with no USB devices attached to the PC, the USB
devices reappear in device manager, and the E:\ and F:\ drive letters are
allocated as removable storage drives.
