xp system administrator will not allow tools to be accessed in Explorer ????

somehow the explorer tools internet options will not
work. says system administrator has to be contacted.
I must have changed a setting somewhere and can not find
how to fix this problem help

If you have spybot installed make sure the setting in immunize is not
checked.
If you don't have spybot, then you may have spyware or a hompage hijacker on
your computer preventing access to the options.
Sounds like spyware or a home page hijacker.
