Computer freezing locking up requiring a hard reboot

my computer just locked up my USB keyboard and USB mouse don't work they
don't respond to input the numlock key has light above it that won't turn off
and on so if I unplug the keyboard and mouse and plug them back in they won't
get any power I know a PS/2 mouse and keyboard can't be unplugged and then
back but a USB mouse and keyboard can and also the desktop image stays there
my video card isn’t over heating and I don't get any HDD activity I have
checked everything possible you know everything that everybody else tills you
to do.

Change batteries in mouse and keyboard. There are other possibilities,
which are in the reply from AlmostBob.
