Control Panel > System > Advanced tab > Performance > Settings button >
User settings (or similar, translated on-the-fly).

Thanx for a quick response Detlef, I've been there before but none of those
items listed sound like what I want. Do you know which one it is ??

Sure, that option reads in German "Durchsichtiger Hintergrund für Symbol-
unterschriften auf dem Desktop" which means "Transparent background for
Desktop icon text" (translated). That option is available on all machines,
no matter if WinXP Home or WinXP Pro. It's the third option from the top,
however, this may vary depending on the particular language resource.

That's a perfect translation Delve but I don't have anything remotely like
that in my list. Very Strange.

To have transparent icons, do all of the following:

1) Hold down the Windows key and press Pause/Break. On the "Advanced"
tab, under "Performance" click "Settings." On the "Visual Effects"
tab, make sure the box "Use drop shadows for icon labels" is checked.

2) Right-click on the Desktop, and make sure that "Arrange Icons by"
"Lock Web items" is not checked.

3) Right-click on the Desktop, and choose Properties. On the "Desktop"
tab, click "Customize Desktop," then on the "Web" tab, uncheck all
boxes.

4) Make sure any Wallpaper is an image file. Html will stop the
transparency.

In English, it's Use Drop Shadows for Icon Labels on the Desktop, and it's
second from the bottom.

Since I never came across that issue, I suspect that you failed to install
the appropriate video driver and therefore, that option might be missing.
Otherwise, you might be searching the wrong tab for that option. Even if
German may be a foreign language for you, this uploaded screenshot should
give you the clue:

Good luck.

Don't you need something like Active Desktop to see that option? It
isn't available in my Properties either.

Well, I'm aware of some reasons why that option may not work (see Ken
Blake's reply), mostly caused by the background image format. However,
I never came across the issue that this option is *missing*. Therefore,
I suspect an odd thing like having no appropriate video driver installed
or similar since I cannot reproduce this behavior. Anyway, this is just
a long shot in the dark and there might be another cause as well.

Thanx everyone for helping me with this silly little annoyance. I had tried
that selection before without success but it was those extra little steps
that I didn't do Ken. It was like this before, strange that it reverted to
normal for some reason.
All's well now :)

Addendum: Another *possible* cause for that missing option (excerpt):

Glad to hear it, and you're welcome.
