How to set the default input language for XP?

Does anyone have any suggestions on how to set English as a default input
language?
My XP contains 3 different inputed language, Traditional Chinese, Simplify
Chinese, English, and I cannot shift English to the top of the list.
Does anyone have any suggestions on how to do it?

As an administrator, access the Regional and Language settings and set
the "default" languages to English.
