We don't have a lot of information to go on, but it is probable that
your niece's computer is infested with viruses/malware. She should go
through these removal steps as her first troubleshooting action:

If this looks to complicated, she should take the machine to a
professional computer repair shop. There is no shame in doing this.

If you still want to troubleshoot her machine yourself and want help
from this newsgroup, please see the information at this link about what
to include in your next post:

You can't "re-install" IE, it's an integral part of XP.

However, 2 options

1) run Windows update - have you got the latest version of IE? If not,
installing the latest version may fix things

2) Do a WindowsXP repair install.

Your first post got two (2) replies:
http://groups.google.com/group/microsoft.public.windowsxp.general/browse_frm/thread/de212984921c5d9c/f40764022c184c16?q=cgerving%40msnDOTcom&rnum=1#f40764022c184c16

I'm siding with Malke. If the problem's being caused by hijackware (most
likely), reinstalling IE won't help. Hijackware infects the Operating
System, not IE.
